Officials Certification and Minor Officials Clinics

Overview

A minimum of four (4) Level 1 Officiating clinics will be held annually.

Level 1 clinic's will be hosted by the Local Associations according to the schedule handed out yearly. If an Association is assigned to host a clinic and fails to do so a fine of $150.00 will be levied.

All Associations must host a Re-certification clinic in a rule change year. (every third year)

Local Associations may also apply to host a clinic.

The Manitoba Ringette Association will be responsible for hosting Level 2/3 and Level 4 Officiating Clinics.

Community and Provincial Evaluators' Clinics will be hosted by the Manitoba Ringette Association as required.

Certification Clinic Information

Officiating clinics have been developed for three categories: Level 1, 2/3 and Level 4.

All new officials must attend a Level I clinic as a basis for a general knowledge of the rules of the game. In the season following initial Level 1 Clinic, they must take a Level 1 refresher clinic to maintain Level 1 certification. For those who wish to attain a higher level of certification, Level 2/3 and 4 clinics are offered.

It is both the Association's and the individual official's responsibility to see that all officials involved have the opportunity to attend these clinics.

If you wish to host a clinic, please contact your Local Association or Regional Representative of Officials in your area.

Level 1 (10 hours)

*NOTE: OFFICIALS MUST BE PREPARED TO PARTICIPATE IN ON-ICE SESSIONS (SKATES, HELMETS, WHISTLES ARE REQUIRED).

Clinic Host Package

Once you have requested a clinic, there are a series of steps that must be taken to ensure the clinic is well organized and successful. The points below outline some of the items the host must consider.

*Begin Your Planning Well In Advance & Publicize The Event If Possible*

A. Manitoba Ringette Association's Responsibilities:

  1. Schedule the appropriate number of instructors for the clinic. (usually two instructors per clinic)
  2. Pay the instructors for the clinic. This includes transportation ($0.30 cents per km.), meals and accommodations (when applicable).
  3. To provide instructors that have been trained by R.C. Master Course conductor to be able to relay the necessary information that will develop the best possible officials throughout Manitoba.
  4. To provide the Host Community with support and knowledge.
  5. Provide posters as requested for the Host Community to advertise their clinic.

B. Host Responsibilities:

  1. Set a date for your clinic.
  2. Provide a facility. The size of room should accommodate the entire group. This must be separate from the general public. (Dressing rooms are not acceptable facilities.)
    Within this room provide the following:

    Participants: chairs and tables (so they may take notes). This should be set up in a classroom style. Ensure adequate room for number of participants.

    Instructors: table and chairs to be located at the front of the class (2 instructors are provided), screen, chalk board, or flip chart and necessary writing material, an extension cord if necessary.

    General: you may also provide refreshments (at your own expense) or have the canteen open.

    *All equipment should be set up before the clinic starts. The contact person or another individual should know how everything works. The Local Association or contact is to handle the registration and act as a liaison between the instructor and the participants. That person should be available during the entire clinic.
  3. You must have a minimum of 7 participants and a maximum of 20. It is impossible to have more than 20 officials on the ice at once.
  4. The ice time should be scheduled after lunch. The officials and instructors should be the only ones on the ice.

    THE CLINIC CONSISTS OF:

Level I

10 hours in the classroom

1 hour on the ice

Cost to be determined yearly - (plus Ringette Canada Fees)

Each Participant receives: Level I Manual, Handbook on Body Contact, Exam, Case book, crest, classroom and ice instruction

Level I Refresher

6 hours in the classroom

Cost to be determined yearly – (plus Ringette Canada fees)

Each Participant receives: Level 1 Manual, Exam, Classroom Instruction

Level 2 & 3

6 hours in the classroom

Cost to be determined yearly

Each Participant Receives: Level 2/3 Manual, Exam & Classroom Instruction

Level 4

8 1/4 hours in the classroom refresher course

Cost to be determined yearly

Each Participant Receives: Level 4 Manual, Exam & Classroom Instruction

*The M.R.A. Director of Officiating is responsible for providing a Level 2, 3 & 4 Clinic when required. All eligible officials will be informed by the M.R.A. of date and location.

TENTATIVE SCHEDULE:

Level I

Classroom 9:00am - 2:00pm

Lunch - half hour

Classroom 12:30pm - 1:30pm

Ice - late day 1 or early day 2

Classroom 3:00pm - 5:00pm (Exam)

Level II

Classroom 9:00am - 12:00pm

Lunch - 12:00pm - 12:30pm

Classroom 12:30pm - 3:30pm

  1. Inform all officials they must wear a helmet, skates, and they must have a whistle for the ice sessions.
  2. Submit to the MRA all monies collected at the clinic and any bills incurred i.e. ice, hall rental, and advertising ($50.00 maximum). You will be reimbursed through the NOCP block grant program. All monies must be given to the instructors before they leave the clinic.

Minor Official's Clinic Information

The Manitoba Ringette Association offers each Local Association the opportunity to host a clinic to train individuals to understand the mechanics of becoming an off ice official. The program teaches the basic fundamentals, in depth explanation of penalty situations, and much more.

Responsibilities of the Local Association and/or the Contact Person:

It is expected that the Host will provide the following for the clinic:

  1. Suitable lecture room with tables and chairs.
  2. The contact person is responsible to handle registration, be present for the entire clinic, and to act as a liaison between the M.R.A. office (to indicate clinic times, location and number of participants). Registration should commence 1 half hour before the clinic.
  3. The Clinic Host is responsible for all advertisement and promotion.
  4. Provide necessary equipment
  5. The length of the clinic is approximately 3 hours.

Instructor's Honorarium:

The contact person/Local Association is responsible for paying the M.R.A. once the invoice has been received by mail (after the clinic). The M.R.A. will provide a qualified instructor. The following are the rates to be paid:

$10.00 per hour (3 hours approximately)

Mileage:

$0.30 per km

Meals:

$7.50 breakfast/$7.50 lunch/$15.00 supper (if applicable)

Resources:

$2.00 per participant

The Local Association can set their own registration fees for participants. These fees can be used to offset some of the clinic costs. M.R.A. charges a per participant for resource materials they will receive.

Procedures for Minor Officials Clinic (Timekeepers)

Access to the arena clock (for demonstration)
